Fired But Fit for Duty: Impunity for bad policing in Oregon – Oregon Live

By CARLI BROSSEAU and REBECCA WOOLINGTON

Shaymond Michelson knew a night of drinking had gone badly when he woke up in a jail cell with a face so swollen he had a hard time talking. A police officer wrote in a report he hadn’t followed orders. A Navy vet, Michelson trusted that he deserved what he got.

But weeks later, a police sergeant came to his home carrying a laptop. He opened it on the kitchen table. Michelson and his fiancee huddled around to watch a silent video recorded at the jail’s entrance. The sergeant pressed play.

The video shows Michelson walking toward the door, handcuffed and swaying. He stops. The officer behind him is talking, nodding sharply. Then the officer shoves him. He lurches forward and plants his feet. The officer grabs his neck and throws him to his back on the concrete floor. The officer pins him there, a shin over

Defense Expert: Shot That Killed Kathryn Steinle Fired From Low to the Ground

A firearms expert called by the defense in the San Francisco murder trial over the 2015 slaying of Kathryn Steinle testified Monday that the gun used to kill her was likely less than 2 feet off the ground when the fatal shot was fired.

James Norris, a former San Francisco criminalist and director of the police department’s forensics division, was the first witness called by attorneys for defendant Jose Ines Garcia Zarate.

The bulk of Norris’ testimony focused on the bullet’s behavior after it ricocheted off the concrete of a pedestrian pier and flew approximately 78 feet to hit Steinle in the lower back. He said the bullet’s path after the ricochet was impossible to predict, aligning with the defense argument that Garcia Zarate didn’t mean to shoot Steinle.

“It loses it’s accuracy immediately when it strikes the ground,” Norris said from the witness stand. He said it might have changed direction to

Whistle-blower fired from his job at a landfill, where he found and saved murder case evidence

PENROSE — The man who helped stop the disposal of potential crime evidence at Twin Enviro’s Phantom Landfill here has been fired from his job.

The apparent evidence, linked to former Fremont County sheriff’s Detective Lt. Robert Dodd, was recovered from the Phantom Landfill May 17 due to the quick thinking of worker Robert Orton.

Orton was fired Monday for allegedly leaving an inadequately trained crew in charge while he went on vacation, although he said his vacation had been approved by superiors more than a month in advance.

Orton also was told he was let go for failing to conduct solidification of liquid in the pit before he left. However, Orton said that is a task that requires two workers and he worked alone on his last day — Saturday Oct. 21.

“They wanted me to be the second-in-charge, essentially the assistant manager, but the attitude toward me changed after I found the
